Bartosz is a member of WKB’s team specializing in Polish and EU competition law, state aid and in administrative procedures and judicial review cases.

He holds a Ph.D. in law and is a graduate of the Faculty of Law and Administration at Adam Mickiewicz University in Poznań and of the University of London – King’s College London where he earned an LL.M. in Competition Law. He worked in the Office of Competition and Consumer Protection and he served the internship in the Cartels Division of the European Commission Directorate-General for Competition (DG COMP) in Brussels. He is a lecturer at Postgraduate Diploma in Competition Law at the Institute of Law Studies of the Polish Academy of Sciences in Warsaw. Bartosz is a member of the University of Warsaw Centre for Antitrust and Regulatory Studies (CARS), the Competition Law Association and Non-Governmental Advisor, which is a part of International Competition Network cartel subgroup. In 2013 his Ph.D. thesis was awarded in the XLVIII Polish Nationwide Competition organized by „Państwo i Prawo” monthly magazine for the best habilitation and PH.D. thesis. He is an author of numerous publications on EU and Polish competition law, inducing a publication on leniency and a co-author of an Act on Competition and Consumer Protection Commentary.

Bartosz advises clients on a full spectrum of competition law matters, including cartels, leniency programmes and distribution agreements, abuse of dominant position (especially in regulated sectors), and control of concentrations, and consumer protection. He also handles state aid cases, unfair competition cases and administrative procedures before public authorities, including the Polish Office of Competition and Consumer Protection and the European Commission, and European law cases.

  • Represented clients in a number of proceedings before the President of the Polish Office Competition and Consumer Protection and the European Commission;
  • Provided ongoing legal advice to businesses from the following sectors: power, fuel, aviation and space, automotive, TMT, food processing, transport and logistics, press, banking and finance, insurance, mining, construction and engineering;
  • Implemented competition compliance programmes in a number of leading businesses from a variety of sectors and industries;
  • Participated in preparing analysis and studies for the government bodies among other on the nuclear energy law and European Union law.
