WKB Wierciński, Kwieciński, Baehr advised the consortium of GE Power and Alstom Power Systems throughout the successful tender procedure and in relation to the conclusion of a contract for the construction of Ostrołęka C 1,000 MW power plant.
The General contractor agreement was signed on 19 July 2018. The value of the contract exceeds PLN 6 billion.
The construction of Ostrołęka C power plant is currently the largest project of this type in Poland. The cutting-edge low-emission power unit will be constructed using the “design and build” method”. It will most likely be the last large coal-fired unit built in Poland. The investment project will have a material impact on Poland’s energy security, and will contribute to the development of Ostrołęka and Northeast Poland in general.
The competitive dialogue procedure for the selection of the contractor organised by the SPV Elektrownia Ostrołęka (established by Enea S.A. and Energa S.A.) had been conducted since December 2016. Next to the winning bidder, i.e. a consortium of GE Power and Alstom Power Systems, bids were also submitted by a consortium of Polimex-Mostostal S.A. and RAFAKO S.A. and China Power Engineering Consulting Group Co., Ltd. (with the latter bid rejected).
